Item Cybercrime as a leading threat to information security in the countries with transitional economy(Atlantis Press, 2018-06-18) Somych, M. I.; Markina, I. A.; Diachkov, D. V.; Сьомич, Микола Іванович; Маркіна, Ірина Анатоліївна; Дячков, Дмитро ВолодимировичThe peculiarity of the modern economy is related to its informational character which affects the sharp increase of cyber incidents in the field of information security that are widespread and becoming threatening and are relevant to a broad range of private, corporate, as well as state interests. The problem of forming an effective information security system is exacerbated by the spread of cybercrime as a leading threat to information security, both in Ukraine and throughout the world. Thus, World Economic Crime Survey shows that almost every third organization faces economic offenses, of which about a third are the cybercrimes. The paper analyzes the data of two main indicators of the country’s cybersecurity: Global Cybersecurity Index and the National Cybersecurity Index. According to the first one, some indicators of the Index in contemporary Ukraine became problematic. These are as follows: the absence of sectoral cybersecurity centers, the lack or low standards of cybersecurity of organizations and professional standards in this field, Internet safety for children, and the practical implementation of activities. The results of the analysis of the main indicators of the National Cybersecurity Index make it possible to state that the leading shortcomings in the field of cyber defense for Ukraine are: the lack of protection of digital services, the lack of crisis management in the field of cyber crisis management, the lack of effective military cyber operations. Summarizing the foregoing, the most acute problems of ensuring the proper level of cyber security of Ukraine are identified, which are as follows: the lack of appropriate specialists in the field of cybersecurity, the lack of unification of the categorical apparatus in the legislation of the country in the field of cybercrime, the lack of standards of cybersecurity in organizations and professional standards in this field, the absence of sectoral cybersecurity centers, the lack of recognized national comparative analysis and reference for measuring cybersecurity, and finally, the severity of identification, investigation and disclosure of cybercrime. In order to overcome certain shortcomings, the conceptual ways of solving the problem of ensuring cybersecurity have been proposed and characterized, which mainly consist in improving the legal and organizational support for the information and cyber security of Ukraine.Item Influencing factors of security measures on the formation of personnel policy in local self-government bodies(2020) Somych, M. A.; HNIEDKOV, Artur; Somych, M. I.; Маркіна, Ірина Анатоліївна; Сьомич, Микола ІвановичNowadays Ukraine has the highest level of the shadow economy in the Eastern Europe. Many entrepreneurs in this country operate in the informal sector of the national economy. In the given paper, the key reasons because of which the business-owners prefer to keep their business operations in the informal sector of the economy have been analyzed. Due to the various global indices, published by the world’s most respected and trustworthy research organizations, the weaknesses of the Ukrainian economy, affecting the “shadow” activity of the registered enterprises, were identified. The combination of high-level corruption and bureaucracy in the country has led to an increase in the level of confidence of entrepreneurs in state authorities. The common characteristic of “shady businessmen” in Ukraine is that the operating in the informal sector is their conscious choice for more business opportunities.Understanding the motivations that drive entrepreneurs is essential to develop effective policies to facilitate the formalization of the selected informal businesses. The “carrot and stick” method, which is considered to be the traditional one in Ukraine, is not effective in terms of political instability and lack of reform. That is why the given paper presents a complex model of the formalization of the shadow economy in Ukraine, which combines both direct and indirect approaches.Item The influence of the shadow economy on the socio-economic development of Ukraine(International Business School ISM Slovakia in Preshov, 2017) Markina, I. A.; Somych, M. I.; Diachkov, D. V.; Маркіна, Ірина Анатоліївна; Сьомич, Микола Іванович; Дячков, Дмитро ВолодимировичThe paper identifies the key factors constraining the development of the economy of Ukraine in the time horizon of 2020 to 2030, which include as follows: the share of the shadow economy, the scale of corruption, the pension burden on the state budget, the servicing of the public debt, and the energy intensity of Ukraine’s GDP. These factors have a negative impact on other, no less important aspects of the country’s socio-economic development, among which it is necessary to mention, first of all, the energy dependence of the country, the deterioration of the external market conditions, imbalance in the structure of the national economy, low GDP per capita, the imperfection of the financial and credit system, the social dimension etc. The results obtained on the basis of abovementioned factors estimation include a set of indicators, which are respectively strong and weak factors for the further development of the social component of the economy of Ukraine. In this regard, a specific sequence of actions of public authorities aimed at minimizing the deterrent factors of Ukraine’s socio-economic development is defined in the given paper. The calculations of the integral indicators necessary to establish the quantitative change (decrease of the integral estimation) of the indicators are made and the ranks of socio-economic development factors are determined taking into account the adjustment of the scenarios in the medium-term (up to 2020) and long-term (up to 2030) time horizon, which is, of course, a positive trend.Item The peculiarities of implementing the world experience in the process of un shadowing the economy of Ukraine(2019) Markina, I.
